مقدمه:
قبل از اینکه در رابطه با تجزیه و تحلیل خطر یک آفت صحبت شود باید با بعضی از مفاهیم قرنطینه آشنا شویم.
- ناحیه((Area: شامل یک کشور،قسمتی از یک کشور، تمام یا قسمتیهایی از چند کشور است.
- ناحیه در معرض خطرEndangered Area)) : ناحیه ای که فاکتورهای اکولوژیکی مناسب استقرار آفتی است که حضور آن باعث خسارت اقتصادی می گردد.
- ورود یک آفت ((Entry of a pest : انتقال آفت به ناحیه ای که آفت در آنجا هنوز وجود نداشته یا وجود دارد ولی انتشار آن وسیع نیست و تحت کنترل رسمی قرار دارد.
- توانایی ورود ( (Entry potential: احتمال ورود یک آفت
- استقرار (Establishment) : دائمی شدن قابل پیش بینی یک آفت در آینده در یک ناحیه، بعد از ورود آن آفت
- توانایی استقرار (Establishment potential) : احتمال استقرار یک آفت در منطقه جدید
- Introduction: ورود یک آفت به منطقه جدید که به استقرار آن منتهی می شود
- Introduction potential: احتمال ورود و استقرار یک آفت در منطقه جدید
- Official: عملیاتی انجام شده تحت کنترل حفظ نباتات ملی یک کشور
- آفت (Pest) : هر گونه، استرین و یا بیوتیپی از گیاه، حیوان و هر عامل بیماریزا که به گیاهان و تولیدات گیاهی خسارت می زند.
- ناحیه عاری از آفت ((Pest free area : ناحیه ای که توسط مدارک علمی حضور گونه ای خاص در آن ناحیه ثابت نشده ولی شرایط برای حضور آن مناسب می باشد.
- تجزیه و تحلیل خطر آفت (PRA)Pest risk analysis): ارزیابی خسارت و مدیریت خطر یک آفت
- ارزیابی خطر آفت ( (Pest risk assesssment: تعیین اینکه آیا یک آفت می تواندبه عنوان یک آفت قرنطینه ای محسوب شود و همچنین ارزیابی توانایی ورود و استقرار آن آفت می باشد.
- مدیریت خطر یک آفت ((Pest risk management : عملیات تصمیم گیری برای کاهش خطر ورود و استقرار یک آفت قرنطینه ای
- اقدام قرنطینه ای ((Phytosanitary measure : هر عملیات قانونی و رسمی با هدف جلوگیری از ورود، استقرار و انتشار آفات قرنطینه ای
- قانون قرنطینه ای ( (Phytosanitary Regulation: حکم رسمی و قانونی برای جلوگیری از ورود یا انتشار آفات قرنطینه ای با وضع قوانینی در مورد تولید، انتقال و ورود محموله های خاص‌
- ناحیه مورد مطالعه((PRA Area : که در آن تجزیه و تحلیل خطر آفت انجام می شود.
- آفت قرنطینه ای ( (Quarantine pest: آفتی با توانایی بالقوه ایجاد خسارت اقتصادی برای ناحیه ای در معرض خطرکه آن آفت قبلا در آنجا وجود نداشته و یا در صورت وجود انتشار آن وسیع نبوده و رسما تحت کنترل قرار داشته است.
